Meryl Burgin Biography
Meryl Burgin is the Executive Vice President, General Counsel and Corporate Secretary of CareFirst BlueCross BlueShield (CareFirst), the Mid-Atlantic region's largest not-for-profit healthcare company. In her position, Meryl directs the Office of Corporate Counsel for CareFirst and supports the Board of Directors in all corporate governance matters as its Corporate Secretary. Meryl leads a team that works to fulfill CareFirst's mission of providing access to affordable, equitable and quality healthcare for the people and communities that CareFirst serves.
Meryl joined the company in 1990 as a corporate employment law attorney. Since then, she has served as Senior Director and Assistant General Counsel, Vice President, Deputy General Counsel and Assistant Corporate Secretary. She was promoted to her current position effective January 2013. Prior to joining the company, Meryl was an associate at the law firm of Whiteford, Taylor & Preston in Baltimore, Maryland, specializing in labor and employment law.
Meryl has served as a council member of the Employment Law Section of the Maryland State Bar Association, is a member of the Health Law Section of the American Bar Association and has served on several volunteer boards. She currently serves on the Board and Governance Committee of the House of Ruth Maryland, a non-profit entity that provides comprehensive intimate partner violence education, training, legal support for victims and a shelter. Meryl is the Executive Sponsor of the CareFirst Familia Employee Resource Group that promotes Hispanic/Latino/Latinx cultural awareness, an increase in diversity and provides professional development and networking opportunities for employees across the organization.
Meryl has also served on the Maryland Access to Justice Commission since 2017 and serves on both the Executive and Governance Committees. In these roles, she works alongside others in the effort to make the civil justice system accessible, equitable and fair for all Marylanders. Meryl served on the Maryland Attorney General’s COVID Taskforce and most recently in 2023, was elected a member of the Executive Alliance, a non-profit organization whose mission is to accelerate the success and leadership of accomplished women by expanding their impact and influence through advocacy, education and mentorship.
Meryl is a graduate of the Leadership Maryland and Baltimore County Leadership Programs and a recipient of a 2014 Daily Record Leadership in Law Award.
Meryl grew up in New Jersey and received a B.S. in Education from the University of Wisconsin, Madison. Meryl taught middle and elementary school in Wisconsin for several years before moving to Baltimore where she graduated with honors from the University of Baltimore School of Law.
