Rose Megian is the Executive Vice President, Chief Administrative Officer, Enterprise Shared Services of CareFirst BlueCross BlueShield (CareFirst), the region’s largest not-for-profit healthcare company. Rose joined the company in July 2017 and is responsible for developing and executing the strategy for CareFirst’s Enterprise Shared Services, which incorporates the enhancement of the company’s capabilities and alignment of people, processes and technology. This includes accountability for: enabling operational standardization and efficiencies across the division and the organization; modernizing and automating CareFirst’s Information Technology for efficiency, resilience and agility; and positioning the organization for a more technologically advanced, data-intensive business environment.

Rose served as Executive Vice President, Specialty Markets, Operations & Shared Services from January 2020 through December 2020. Also, she served as Executive Vice President, Commercial Individual, Small Group and Specialty from July 2017 to December 2019. As a part of these roles, she was responsible for developing and executing strategy as well as optimizing operational performance for CareFirst’s Individual, Small Group and Specialty product lines; including Dental, Vision, Pharmacy, Stop-Loss, and Life & Disability. In addition, she oversaw, and continues to oversee through her current role, operational performance for Mandates, Procurement & Vendor Management, Real Estate, and Corporate Services.

Rose is a result-driven leader who moves easily from vision to strategy to implementation. Market growth and serving CareFirst members more efficiently is at the core of Rose’s mission. Much of this is possible by building a strong leadership team, as well as solid internal and external working relationships. Rose is also passionate about serving the community, a commitment CareFirst shares through its not-for-profit mission. She actively offers her support to United Way, the Baltimore Leadership School for Young Women, and more.

Rose possesses over 20 years of health care services, operations, finance, and leadership experience, with a demonstrated ability to strategically implement corporate visions and exceed projected results. Preceding CareFirst, she served as President and Chief Executive Officer of the Arizona branch of Health Net, Inc., and Regional Health Care Services Officer for the organization at large. Over her lengthy tenure with Health Net, Rose also held the titles of Vice President of Membership Accounting & Eligibility, Claims, Configuration and Capitation. In these roles, she managed all aspects of operations for three different lines of business, including Commercial, Medicare, and Medicaid for the California, Oregon, and Arizona regions. Prior to Health Net, Rose worked for PacifiCare of Arizona as its Director of Finance Operations.

Rose holds a M.B.A from the University of Phoenix and earned her B.S. in Business Administration and Accounting from California State Polytechnic University-Pomona.
